That's normal, and just keep trying.
3 weeks is a very short time to have a bird, so it may just take more time.
Make sure you mist him with warm water(and make sure it's still warm by the time it hits him).

Hi everyone... I've had my bird for 3 weeks now, and most things are going great, except for "bath". I can't get him to bathe on his own, and using a spray just gets him very mad. But he's constantly scratching and biting under his wings and when he sits on my shoulder, he constantly shakes himself (like a wet dog) and tons of feathers and "stuff" go flying around. What is this and how can I get him to bathe???
