Some do learn to talk. Usually they learn simply with reptition. "Hello," every time you see them first in the morning, "pretty bird so-and-so," throughout the day. Choose what phrases you want them to learn, and give them lots of attention whenever you say it

    Re: cocktiel can talk?

The majority of cockatiels do not talk. They are generally better whistlers. I don't think most people "train" their birds to talk. Me personally, I just talked to my bird like normal, sometimes trying to make sure I really had his attention before saying something. If I noticed that he seemed to like the sound of it, I'd say it more often. He started talking on his own, because he wanted to. The best way to go about is through repetition, using words in context, and showing the bird that interaction and talking is fun and a positive experience.

make sure to use words IN CONTEXT so they learn what the words mean, nit just the sounds devoid of meaning.

my tiel is a hen, so she does not talk, but she understands when i say certain things. it's like me & basic german! learned some in high school (kartofflesalat! bleishtift! blutverschmiert!) but i understand better than i speak...

(for those that want to know i said, "potato salad!" "colored pencil!" "entirely covered in blood!")
