what does it's body language mean?

what does it mean when a cockatiel has really fluffy and puffed out feathers and looks really chubby (they look so cute when they're like this)

Well, it could mean a few things. If it's only for a couple of seconds, then they're just shaking out their feathers, kind of as a part of grooming and getting their feathers straightened out. Sometimes my birds get puffy when they're interested in something, too. Ebo, my cockatiel, gets puffy when I say "Puffy!" over and over. ^_^

If it's a continuous thing, where the bird is staying puffed for long periods of time (and might also be lethargic or hanging around at the bottom of the cage), then the bird might very well be sick.

I recommend reading the article we have here about cockatiel body language! (and no, of COURSE I'm not biased towards this article. )

Spooky is all fluffed up and puffy-cheeks when he sits on my shoulder -- too cute.
I think it's a sure sign of needing a kiss.

Melina, if it is combined with him/her "muttering" to themselves (grinding the beak) then it is just pure contentedness!
