okay I'm not an expert in budgie bredding nor have I ever bread budgies but I do know that females are usually the more dominant one in a pair. Which is why getting a fem/fem pair of budgies for companions is not recomended. Also female budgies tend to bite more and bite harder than the males. (me thinks it all the hormones us females have lol :haha )
umm back to the topic.
your male sounds too young to my knowledge to breed yet. This could be why he's all scared of her advances and coy girly moves *girls have coodies* okay dont mind me its been a weird day...
so in a few months i think around a yr (correct if I'm wrong :smile) he will be more willing to put up with her.
