How old are your budgies? and what colour are their cere's (fleshy part around the nostrils)?
They may both be female, some birds will lay eggs even without a male being present, and without them being fertile.
With the colour of the cere you can pretty much determine the birds sex.

um they are both a brown colour ones lighter than the other they are about a year old give or take a couple months

I'd say you have two females, males cere's are blue-ish.
The eggs are infertile so if she sits on them she will abandon them after the sitting period (can't remember how long for budgies) once she abandons them you can remove the eggs. Give them lots of calcium to make up for what she uses making eggs (a hard boild egg boiled for 20 mins mashed up with shell and all makes a good treat and gives them all they need for eggs).
Where did she lay them? just on the floor?
