Crusty cere - is he a she? Or face mites? Help!

Hi - my budgie has a slight build up on his cere. I was told he's a male and his cere is bright blue, but now I'm wondering if it's a female in breeding mOde, or if he has face mites I will take him to the vet next week if it appears that way. Let me know what you think. Thanks! Also, does anyone know how much the treatment would be if it is mites? Just want to know cause I'm a waitress and I need to know how much to put aside for the visit.

i would say your bird is definitely a male, given the bright blue of his cere. It does look like he has something there, i would take him to the vet if i were you; maybe call and ask them how much a checkup/medication is before going. Good luck ! [=
