Is my budgie male or female?
He/She is about 7months old, i cant figure out what gender it is. a little help 
posted on another forum when he/she was in breeding season, it had a little brown on the cere, but that has since disappeared and i have heard that male budgies can sometimes get a bit of brown on their cere in breeding season, not sure if that is a myth or not. ill post up some pics from now (normal) and some from before (breeding season)!

I'm no expert, but that looks more like a girl's cere than a boy's.
And if your bird is sneezing a lot, then you should probably take Sammie to a vet. Respiratory infections in birds can be serious, birds can go rapidly downhill. It could be dust, an allergy, an infection, but I don't know and you don't know, so get it checked. I think a well-bird check is always a good idea anyway with a new bird.
Again I'm no expert, but 7 months seems to me to be young to have gone in and then out of breeding condition (I had only just worked out the gender of mine and his companion by 7 months!)
Never heard of males getting brown on their ceres in breeding condition...they are usually bright blue (though I think albinos and lutinos can be an exception, but I can see Sammie is neither of these.)

Def Female. BTW-None of my males had ever gotten brown ceres during breeding season. Just saying
