my question is how can I tell if my male and female r ready to mate as my male is always singing some different noises all the time and my female is doing nothing I have been told that he is making matting sounds but I don't really know plus I been told all this different stuff like he is to young now she is to young but I really don't know

Breeding takes a lot of research, knowledge and preparations. I suggest getting a good book on the subject, arranging your matters and making sure you have a good avian vet on call before you attempt to breed. You need to know how to hand feed, what the signs of egg binding/other egg issues are, the female should be on a good FRESH diet (supplemented by seeds/pellets), with proper UV exposure, etc. It isn't recommended for tiels under I believe it is 18 months to breed, since if they are too young they'll be less likely to raise the chicks right and the hen is in more risk of egg complications.

I have a friend not far from me that has teached me alot but i just wanted more info of wat other ppl say my girl is about 9 months and my boy is about 5 months and the calls he is doing is like he wants to mate but i dont really know my friends cockatiels dont give signs of mating so i was just asking some1 if they know wat the signs r as i have everything i need to breed them and i know a fer bit about breeding them i know how to hand feed them and everything like that just dont know wat the signs r

They are both too young to responsibly breed them - tiels should not breed until 18 months of age. You can breed younger, but the risk of complications is very, very high if you do. http://www.cockatielcottage.net/breeding.html
