I was wondering if any body could help me to identify my budgie behavior is he really rejecting her or only a kind of play

When you get a new bird - NEVER put the new bird in the other bird's cage. They need to get acquainted outside of the cages. And the new bird MUST be housed in her own cage. Birds are very territorial. And, think of this: All that Semsem has in the whole world is his home - his cage. And he treasures that. It's HIS. Let the 2 birds interact in neutral territory - not in Semsem's cage. If one day Semsem invites the new bird into his home, let it be HIS decision - not yours. You will surely have disastrous consequences if you leave them together in Semsem's cage.
It's not Semsem's fault. It's your fault that Semsem is attacking the new bird, but I'm sure you had the best intentions. Just let Semsem have his own home. Also Semsem is probably grieving for the loss of his old friend. He needs time to grieve.

That is remarkable point of view ...I did not think about that
but what i have done was I introduced them through different cages but they screamed for each others and they tried to open the doors of their cages so I simply put them together .

When they scream for each other from different cages, you might try letting them play outside of their cages, not in the cage. That way they can get to know each other on neutral territory.
All of my birds have their own separate cages. Each has his own home that he can call his. And they all play outside the cages together. (only exception are my 2 sparrows share a cage, as do my 2 parrotlets). Here is a link to the thread I started on this subject:

I would like to allow them that but sadly till now I can't tame them and they still skittish at my handling whether cleaning the cage or putting food as i said before they allow me to feed them their favorite food without touching them .
