Hi, and welcome! Your budgie is soooo beautiful! The white mutations are difficult to sex. However, since it is a year old, and I do not see any white rings around the nostrils, I would say male. Even though the cere, which is the spot above the beak is not dark blue, or blue, as male budgies generally display, this white mutation tends to have lighter color ceres.
Do a Google search for....mutations of budgies. One website I have accessed is...Budgie Place or The Budgie Place. They have a link called mutations you can click on the top of the page, and see if you can locate your budgie mutation.
I have a yellow mutation budgie that also has the lighter color cere, rather than blue or dark blue and it is a male, six years old.
