EDIT: My Mum just observed Miep pulling out one of Poe's feathers in that exact spot while she was preening him so I think we've hit upon the cause. I don't think it's intentional so we'll just keep an eye on them for now.
My budgies have both started losing feathers in a bald patch a beside the beak. I cannot see anything else, no plucking, crusts, sores, or excessive itching to be seen. Just a tiny bald patch which is slowly spreading. They do spend a lot of time preening each-other in that area, could it be over preening? They are eating 1 Tbsp Harrison's pellets, 1 tsp mixed seeds and some veggies every day. I also added a vitamin supplement for 1 week after I first got them so could it be too much nutrition? Moulting perhaps? I was thinking about taking them to the vet to get some advice but am reluctant because I am not comfortable catching them yet. If this problem persists then I will definitely do that but in the meantime I just wondered if anyone had any ideas?

As you can see our forum is rather slow these days so sorry no one answered your post. I am happy you did figure out that it was little Miep causing the feather loss. That is much better then something going wrong with your little Miep
